The Annual Veterans Day Program, hosted by the VFW Post 6073 and American Legion Post 30, will be held on Saturday, November 11.

The program will begin  at 9:30 a.m. with the laying of the wreaths at the Veterans Memorials, located at the northwest corner of the Jackson County Square.
At 10:45 a.m. the program at Collins Intermediate School will begin with patriotic music performed by the Scottsboro High School Band, a musical selection featuring Jim MacRae on bag pipes, as well as presentation of colors by members of the Boy and Girl Scouts, members of each branch of service, Verne Middleton, Raymond Brandon and Hal Luse.
Lt. General James O.Barclay, U.S. Army Veteran and current President of S3 Inc. will be the guest speaker.  Barclay is a Scottsboro native. He served in the army for approximately 36 years, achieving the rank of Lieutenant General before retiring in January, 2015. He graduated from the United States Military Academy at West Point as an infantry officer, received his commission in 1978 and eventually moved into the Aviation Branch upon its start in 1984. During his various command positions, Barclay served in Iraq, Texas, Kentucky, New York and Alabama. He recently retired from the Army as Deputy Chief of Staff, G-8, where he was responsible for building the Program Objective Memorandum that resourced all acquisition programs for the U.S. Army.
Barclay brings many years of experience in command and staff positions. He served as the Commanding General for the United States Army Aviation Center of Excellence at Fort Rucker. He served as Commander of the Combat Aviation Brigade and later as the Chief of Staff 4th Infantry Division in Fort Hood and Iraq. In July, 2004 Barclay deployed to Iraq in support of Operation Iraqi Freedom as the Assistant Division Commander for the 42nd Infantry Division and Executive Officer to the Commander of the Multi-National Force.
Barclay was the Director of the Joint Center for Operational Analysis from 2006 to 2008. He was the Assistant Deputy Chief of Staff Operations for the Army from 2010 until 2012.
Barclay joined S3 in April 2015 as President and Corporate Compliance Officer, providing management and oversight of all technical operations.
