Jackson County Board of Education member Charles West was reprimanded by the Board.

According to a report of findings, allegations made against West asserted that he forwarded confidential employee records to unauthorized third parties on August 22, September 6, October 3, October 18 and October 25. The charges further assert that on October 3, October 18 and October 25, West forwarded confidential student school records to unauthorized third parties.
The attorney for West, Bob French, addressed the allegations stating that this was the first time that this has happened in the State of Alabama. He stated that he felt the problem seems to be a problem of old age, being there were three board members who are seniors. French explained that  at the time the delivery of board packets changed to Google Drive, and these three board members did not understand how to use it. He went on to say that without adequate training and instruction on Google Drive, this was a burden to elderly people. He explained the events occurred as such. Board member Cecil Gant could not open the agenda and West was asked to get the agenda for him. West had great difficulty, but was able to get the agenda and did not realize that there was confidential information included in the board packet. Gant asked West to forward this information to Roger Pruett, who had made a donation to the sports department of Section High School and wanted to know if the donation had board approval. This money was later returned to Pruett. West sent this invitation to view the email to Pruett and Jack Allen. French further stated that prior to January, the agenda packets were delivered in Drop box and with this new delivery method, these elderly people had a very difficult time following what was going on.
The Board went into executive session and requested that West and Superintendent Kevin Dukes excuse themselves from the session. Following the executive session the attorney for the Board of Education, John Porter, read the following resolution: “The Board finds that Member Charles West did violate policies and procedures, including certain state and federal statues, by making unauthorized disclosure of confidential board employee and student information to third parties. The Board does not condone or tolerate the unauthorized disclosure of confidential information of employees or students. Based upon the findings, Board Member Charles West is reprimanded for his failure to comply with the provisions of the Alabama School Board Governance Improvement Act of 2012.” A motion to accept the resolution was passed.
