2023 Memorial Day Program

Memorial Day activities are set for Monday, May 29th in Scottsboro.

There will be a wreath laying ceremony at the Veterans Memorial Park at 9:30 a.m. with a reception to be held after the ceremony at the at the Veterans Hall.

VFW Post 6073 and American Legion Post 30 are hosting the Scottsboro/Jackson County Memorial Day Program on Monday, May 29, 2023 at Collins Intermediate School in Scottsboro, located at 102 Legion Street.

The Scottsboro Community Band will begin performing at 10:45 a.m. with the program beginning at 11 a.m.

Brigadier General Frank J. Lozano is the Program Executive Officer for Missiles and Space at Redstone Arsenal. He is responsible for the development, production, fielding, sustainment and international program aspects for assigned missile and space systems. BG Lozano assumed his current position in August of 2022.

He assessed into the Army Acquisitions Corps in 2001 and graduated with an MBA from the University of Texas at Arlington. He served with Lockheed Martin Missiles and Fire Control in Grand Prairie, Texas as part of the Training With Industry program.

After the completion of Command and General Staff College, Lozano was assigned as the Assistant Product Manager for Project Manager Soldier Weapons, followed by an assignment as an Ammunition and Demolition System Acquisition Manager for Special Operations Command and the Army Research Development and Engineering Command.

In 2008, Lozano was assigned as Department of the Army system Coordinator for Tactical Missile Systems and Ballistic Missile Defense Systems. Lozano was selected to be a special assistant for the Army’s Vice Chief of Staff, providing insight, advice and counsel on army acquisition programs, crossing many different functional capability areas.

Lozano commanded the Product Management Office for soldier protective equipment from 2011 – 2014. Afterward, he was assigned to the Joint Staff, J-8 Capabilities and Acquisition Division. Upon graduation from the U.S. Army War College, Lozano was assigned as the project manager for the Lower Tier Project Office from 2017 – 2020, followed by an assignment as the Integrated Fires and Rapid Capability Office PM. From April 2021 to May 2022, Lozano served as the ASA Chief of Staff.

His operational and combat experience include deployments to Bosnia, Kuwait and Iraq. His awards and decorations include the Parachutist Bade, Ranger Tab, Legion of Merit, Bronze Star Medal, Joint Service Commendation Medal, NATO Service Medal, Army Staff Identification Badge and Joint Staff Identification Badge. He is certified in Program Management, Contacting, System Research, Planning and Engineering and System Test career fields.

Lozano is married to the former Ann Yesconis of Dallas, Texas and has three children: Olivia; Jackson; and Nicholas.
